Airgun licensing consultation took place without impact assessment

    25 June 2013

The independent watchdog, the Regulatory Review Group in Scotland, has found that the Scottish Government s airgun licensing consultation took place without a business and regulatory impact assessment. The group investigated the consultation at BASC s request. BASC has written to policy officials in charge of the consultation at Police Division and to the Cabinet Secretary for Justice asking what they plan to do to remedy this deficiency.

Costly mistakes have already been made as a result of a discredited Scottish licensing scheme for knife sales. The Scottish Government can learn from those mistakes by scrapping airgun licensing proposals in the face of significant opposition and no impact assessment.

The licensing of low powered airguns is a misguided attempt to control criminal elements of society who will not apply for a licence. Airgun licensing will only impose financial penalties and administrative burdens on already law abiding citizens.

On 3rd September the Scottish Parliament s Public Petitions Committee will meet to discuss a petition opposing airgun licensing proposals. Over 14,300 people have signed the petition in reaction to the proposals which include a ban on Scottish shooters plinking in their own gardens and English and Welsh shooters having to apply for visitor permits before taking their airguns to Scotland.

These proposals could still go ahead if we don t all do something about it.

BASC urges everyone that shoots to work together against the proposals as follows.
