Would the organisers not have taken event insurance for such a large event?
It's extremely hard to get any that's any good, that's affordable, and even then I've seen insurance companies trying to wriggle out of business interuption insurance because C19 wasn't on the 2010 list of notifiable diseases... which is because it didn't exist then. A lot of professional events self insure. By that they cover what they can with insurance then keep back monies from other events to cover one off cancellations. Obviously this virus is unprecedented so it will change things for the future.
Belgium and the EFTF are awaiting new measures from the Belgian government continuing or increasing restrictions. With that in mind it is almost a certainty that the event will be postponed until 2021 and Bulgaria asked to host 2022.
I would expect that places awarded to EFTA shooters would be still awarded to them for 2021.
The financial impact of a postponement vs a cancellation will not be known until that happens.
